Instructions
- In a bowl, mix flour and salt.
- Add water and oil; knead to form a dough.
- Cover and let it rest for 30 minutes.
- In another bowl, combine ground chicken, green onions, garlic, soy sauce, ginger, and black pepper.
- Roll out the dough and cut into circles.
- Place a spoonful of chicken mixture on each circle.
- Fold and seal the dumplings.
- Steam dumplings for 15-20 minutes until cooked through.
- Serve hot with dipping sauce.
