- 4 cups mashed potatoes

Instructions
- Preheat oven to 400°F (200°C).
- In a skillet, brown the ground beef over medium heat.
- Add onions and carrots, cooking until soft.
- Stir in tomato paste, beef broth, and peas.
- Season with salt and pepper.
- Transfer meat mixture to a baking dish.
- Spread mashed potatoes on top of the meat mixture.
- Bake for 25-30 minutes until the top is golden.
